A quote shows the hours you asked for. It often says little about the minutes where two workers overlap. A handoff can run a few minutes or much longer, and each of those minutes can reach the bill. Count the handoff time before you compare two quotes, because the same hours on paper can produce different bills.

Where the overlap comes from
An overlap happens when the arriving worker walks in before the leaving worker goes. It also happens when two people help with the same task, when a worker stays past the end time to finish something, or when a second worker is sent to cover a short gap. Each case adds time. Some agencies bill that time as part of the visit. Others add it as its own line. Ask which one applies.
Ask how the bill counts the handoff
Ask the agency four plain questions. Is overlap time billed? Is there a minimum visit length? How are partial blocks rounded? Does the agency bill travel between clients, or between your home and its office? Get each answer in writing, with the rule and a sample line from an invoice. If the agency will not show a sample line, record that as a finding.
Compare the quotes on the same day plan
Write out one ordinary day with the times you need. Put down the start and end of each visit, the handoff times, and any extra worker you expect. Ask each agency to price that same day plan. Compare the totals, not the hourly language. Agencies describe their time in different units, so the day plan is the only fair ruler.
Once the day plan is on paper, the guide on budgeting a year of home care shows how one day plan rolls up into a full year of spending.
Silence on the bill is a finding
Some agencies will not publish rates. That is a finding, not a dead end. Record which lines the agency will explain and which it will not, and what it said when you asked about overlap. An agency that explains the handoff is showing you how it counts money. An agency that avoids the question is showing you the same thing in a different way.
